How do I know who is the best Indie screenwriter for hire?

I decided this is the year that I get both my tv show and feature film written so that I can produce it. I have some money but not a lot. I know you get what you pay for, but aside from that, what else should I think to ask him/her, how do I know if it will be a good team?
